Penalty for Modifying Flap Configuration¶

(1) Changing within the first 1000 ft on takeoff:
The flap used on takeoff should not be changed until the first 1000 ft (Dept AAL) after takeoff is exceeded. (New)

(2) During Final Approach, the flap should not be opened or retracted within the last 1000 ft of descent (Dest AAL), and the flap configuration should be kept. (New)

(3) Neither rule is required on VFR flights.
